Saturn in house no 11 is termed as benefic and called Qalam Vidhata (pen of god). It is generally considered really auspicious. But the real verdict whether Saturn in this house is auspicious or malefic is largly depends upon the condition (placement) of Rahu and Ketu in the horoscope. Apart from many other considerations, presence of Mercury in 3rd house also destroys the good results of Saturn of 11th house. So we must not rush to any conclusion without a proper scrutiny.

Regarding deserting wife and kids, a clear indication is given in Lal Kitab on page no.1082 LK-1952 under the heading Kenya ke liye var ki khoj se mutalliqa (Regarding search of match for daughter).

"Saneechar number 11 ke tewe wala beshaq sahib-e-iqbal, daulatmand aur parivar wala hoga. Magar wo duniyavee aram ki umar ke waqt apni aal-aulaad, aurat vaghairah apne grahasthi sathion ko ain samandar ke darmiyaan bedee le jaakar apne sir sihaney chappoo rakh kar so jaaney wale mallah ki tarah aise waqt mein un ka sath chhod kar chala jayega, ki un baqi bachey huyon ki dukh bhari aahon ko sun'ne wala shayad hi koyi duniyavi sathi hoga – ya ho sakega."

Roughly translated:
Unarguably the native having Saturn in 11th house will be a man of high social status, rich and have a family. But during the phase of worldly comforts he will fell asleep like a careless sailor right between the ocean in his boat- leaving his kids, wife and other relatives crying like hell. And hardly anyone will be present to console the remaining nears and dears thereafter.

(1). In general, remedy for Jupiter is recommended.
(2). If Saturn's own nature is malefic, remedy for Saturn is recommended.
(3).If Rahu and Ketu are malefic and indications are visible, remedy for Mars is recommended, and a total celibacy for one year is recommended if the native is suffering from bad health.

You are absolutely correct that the native's fate is decided around the age of 48. It is very much mentioned in Lal Kitab.

"Amoonan 48 saala umar mein qismat (acchhi ya buri) ka faisla hoga" (LK-1952, page no. 433)

But as I mentioned earlier that many other considerations/conditions are to be studied deeply like Saturn's individual nature, placement of other planets and more importantly native's own character & doings before reaching to any conclusion. So study a full horoscope is advisable instead of a "bits and pieces" approach to have a clearer picture. I have purposely skipped the details of remedial measures, as the same is against the policy of this group.
