Your are right for the definition of Dharmi tewa. But i am sorry i am not able to put my viewpoint correctly.
Actually i was pointing out some other thing which is also repeated in the text you have produced. ie. 4H is very important in pointing out Dharmi grah. Moon or 4H has control over Rahu and ketu, ie they will become Dharmi grah.
But sani is not controlled by moon or 4H but by Jupiter or 11H ( 11H is of both jupiter and sani). When both condition gets satisfy, tewa become Dharmi tewa.
one more relationship to note is that jupiter is exalted in 4H and 4H final decision is taken by sani's position.
Therefore Dharmi tewa has roots in 4H.
