I do understand that the intend of the saying is, as you clarified to me in one of the personal mails -

Let me quote the objections raised by me in my previous mails once again -

I do agree that there is not much of a conflict between AIA and LK here but instead a perspective difference only. 3) Moon in 2nd house for Libra Lagna native - maleficial from AIA perspective (since Moon is debilitated in Scorpio), while beneficial from LK perspective (since as per LK Moon is exalted in 2nd house)
4) Mars in 10th for Libra lagna native - maleficial from AIA perspective (since Mars is debilitated in Cancer), while beneficial from LK perspective (since as per LK Mars is exalted in 10th house)
5) Venus in 12th for Libra lagna native - maleficial from AIA perspective (since Venus is debilitated in Virgo), while beneficial from LK perspective (since as per LK Venus is exalted in 12th house)
What would be LK clarifications on the same? Do any one have charts to share so that we can cross verify in which direction the actual results went? I do realize that almost all of my above quoted examples are based on Libra lagna, but anyway that was natural since I am contrasting the Aries centric view of LK, with its opposite - i.e. Libra centric view.
Note 1: I would humbly request Bhooshan Priya ji to provide the english translation of the urudu/hindi/shahmukhi quotes as well where ever possible, since that is the medium the majority of the members present in the group understands.
Note 2: I do agree that there is not much of a conflict between AIA and LK here but instead a perspective difference only. And another point I do notice and understand is that - Whether it be the AIA statement "Malefic in lagna is bad", or the LK statement "Starting from 1st house, signs such as Aries should be counted" - both are generic in nature and when going to specifics (such as for malefic in lagna in various signs; or results as per LK for a particular sign/lagna born native) the results could vary and the generic rules gets modified accordingly. Thus overall there may not be that much of a conflict between AIA and LK as I have tried to project and bring into focus by the above examples regarding the "Point -1" under discussion.
