Dear Saurabh Ji,
The later one is the true answer.The line is about the time of awakening of the sleeping planet in house no 7 and in case of House No .1 is vacant.regarding inter relationship of the planets they will act as per their relationship with the concerned planet with respect to natural as well as kundli precise position.
