Dear Vijay Ji,
I have seen that there are many mistakes in the lines.this may be due to the english transcription. The words in square brackets are correct. So you correct the words the meaning will become more clear. Further the prose portion in page 12 after these Chhandas make it easier to understand.
"

Laganagar khud khali hove,  kismat saat [sath] naaayi ho.

Kismat uski saatve bethe [baithee], ya ghar chaute [chauthe] 10ve ho.

Mutti ke ghar charo khali, 9-3-11-5ve ho.

Yeh ghar bhi gar khali hove, 2-6-12-8ve ho.

Ghar 12 hi ghum ke dekhe, uccha, qayam, ya ghar ka jo.

Kismatka vah malik hoga,  baita takth per uskeho.

Gharpehla jab raj hukumat, saat(7H) vasir hi hota hai.

Har dose koi dusman hove,  saat [saath] fakirihota hai.

Uuch neech ghar ke jo dusman[giney] hai  vah nahi en [in] gharo ladte hai.

Baaki grah sab jhagra karte, umar se bhi vah marte hai.

 You asked ablot point D. I reproduce your lines as:

 D) Inference:  Planet which is in 1H the ruler and7H the minister.

Not Clear : enimitybetween both planets in 1H & 7H?

 Or These planets conjuct enemy planets ?

Than who will lose  to fakiri ?

Here sun andSaturn will not fight in 1 & 7H, rest enemy planets will fight.

"umar se bhi marte hai" ?

My understanding about these lines are:

There are simple rules of lal kitab which apply here.
Rule says
 if the planet(b) being aspected is the enemy of planet(a) that aspect it, then b will not allow a to transfer the effect of a to the house in which b is posited. 'b' will prefer to take the effect of 'a' on its own even in this process 'b' may get destroyed. So if planets in 1st and 7th are enemy then the war between the two will damage the effect of both the planet.
Regarding "Umar se bhi marte hain"
Let me illustrate the lines word by word
oonch (exalted-Sooraj(1), Saturn(7)) neech(Debilitated-Shani(1),Sooraj(7)),Ghar ke(Mangal(1), Shukkar(7), Budh(7) jo giney hain, ..........
Baaqi grah ( Remaining Planets are Brihaspat, Rahu, Ketu,Moon) sab jhagda karte.....
When ever there are more than two planets having the remaining planets amongst them  in house no 1 and one of the remaining planets in 7th then this condition will prevail.
When we study the remaining chapters the concept will become more clear.
