There are simple rules of lal kitab which apply here. Rule says if the planet(b) being aspected is the enemy of planet(a) that aspect it, then b will not allow a to transfer the effect of a to the house in which b is posited. 'b' will prefer to take the effect of 'a' on its own even in this process 'b' may get destroyed.// Please again elaborate it how 'b' will take its effect on its own ? kindly use some example to explain better.
I would have to skip this book. Your answer lies in 1952 book Page 57(Lagan ka ghar....) where the statement is given more clearly with example.
