Gurudev, as directed by you, I have tried to described briefly in my own words what Pundit ji has mentioned regarding this "Totey Kee 35" in various editions of Lal Kitab in the following lines.

Probably the word 35 is taken from Punjabi language as there are a total 35 alphabets in that script.

The intelligence or a language consisting 35 alphabets always remains silent, but it educates others to speak. Animals too impersonate this quality that is known as the mock-up of human understanding or the imitation of the intellect (Aqal Ki Naqal) in Lal Kitab.

The most mysterious planet Mercury has this exceptional feature of aping the lord of a house wherever it may be posited, and that is what the concept of "Totey kee 35" (loosely translated as A to Z of a parrot) is all about.As mentioned above that Mercury in different houses modifies its behavior according to the lord of the house of a chart, and Pundit ji magnificently illustrates the Characteristics of Mercury in all 12 houses through a popular Punjabi axiom:

"LaT paT 35 chatur sujaan, kaho ganga ramaa shree bhagvaan."

"laT" (Saturn House no.10)
Unpredictable, cunning (Saturn's qualities)

"paT" (Jupiter house no.2) pat in punjabi means Izzat.
Respect and wealth (Jupiter's quality)

"35" (Jupiter house no. 11)
Fate, everybody's fortune (Jupiter's quality)

"chatur" (Mercury house no.07)
Clever, intelligence (mercury's quality)

"sujaan" (Mars positive house no.03)
Justice, if Mars positive (mars's quality)

"kaho" (Ketu house no. 6)
Listening and hearing (ketu's quality)

"ganga" (Jupiter house no.5)
River Ganga, Children (Jupiter's quality)

"ra" (Rahu houde no 12)
Ego (Rahu's quality)

"maa" (Moon house no.4)
Mother, heart, peace. (Moons's quality)

"shree" (Sun house no.5)
Best of the bests, everyone's elder(Sun's quality)

"bhag" (Venus house no. 7)
Wealth, wife, land.(venus's quality)

"vaan" (Mars negative house no.8)
Deady arrow,the end, lord of death (Mars negatives quality)

But surprisingly house number 9 in the above list is missing. I humbly request your

good-self to enlighten us all about it.

You have very rightly suggested to find out the meanings of
"totey ke 35...." which defines the total properties of Budh in all
the twelve houses mean how it behaves and the central point remains
9th house while 11th is referred to 35. the verse which goes like
this"latt patt 35 chatur sujan....... ......... ......... "
this 35 if replaced by word "daatta" it again refers to Jupiter.
