No arbitrary statement is given in Lalkitab. Each and every line has been given for some purpose.
I am giving my opinion on this point.
I dont know about the person/friends in my circle who have 32/more or less teeth nor I ever asked any of them. I feel this will be the case with every one. Then for whom these lines are mentioned. In my opinion these line are written for the astrologer to consider himself.
If you read Zuz no 3 of this farman Pt . ji writes that:
"khud bhee aise aadmiyon ko gussey se parhej karna chaahiye, aise aadmiyon se buree awaaj amooman niqal jaya karti hai"
If any body have the 32 teeth he shall try to keep himself free from anger.
