Mercury in 12th is very difficult to handle. Only Brahspati & saturn can keep it calm that too from house no 2.
If these two planets are of Grah Phal then situation become more grim. then Grah Paalna will help or help from some khudayi Hasti required to do "rekha me Mekha"..
Otherwise once Budh is controlled and Moon is also in good position then Mars is itself become positive.
In my opinion remedial measures should be done first for Budh. If Mars still remains negative then it should be taken care off.
